The SEEP Network is working to revise the Minimum Economic Recovery Standards (MERS).  As a companion to the SPHERE Handbook,these standards articulate the minimum level of technical and other assistance needed to help empower crisis affected and vulnerable populations through strategies that support enterprises and markets to provide sustainable income and employment. 

Despite advances in poverty reduction on a global scale, approximately 1.5 billion people continue to live in conflict affected and fragile states. With an unprecedented refugee crisis, and numbers of forcibly displaced reaching a record high, the cost of humanitarian financing has increased fourfold. Our thinking has also changed, as more and more humanitarian agencies are working to support livelihoods and create opportunities for displaced and crisis affected populations to earn an income and support their families while promoting dignity and self-reliance.

The MERS revision process is an opportunity to shape and improve our work by providing guidance on core standards, assessment and analysis, and the following technical areas: enterprise development, financial services, productive assets, and employment.

This workshop is the first in a series of regional consultations that will bring together a broad range of stakeholders to revise the Minimum Economic Recovery Standards. Join us for the MERS 3rd Edition Regional Consultation workshop hosted by UNHCR in Geneva and help us mainstream economic recovery into humanitarian response programming.
