Gender Issues in Developing Poverty Assessment Tools
This paper outlines the challenges encountered during the development of poverty assessment tools. It stresses the importance of gender issues.It argues that failure to take adequate account of the complexity of intra-household relations, gender differences in work, assets and expenditure patterns may lead to significant data collection errors. The paper outlines four of the most common data collection pitfalls that lead to biased results, and concludes by outlining specific features which have been included in USAID's poverty assessment tools to address the above mentioned issues.
