In any development intervention, it is important to have a deep understanding of the environment in which you are working, including all of its businesses, governing bodies, community organizations and households. It is even more critical when aiming to work with very poor households. People with few assets have proportionately more to lose by participating in development activities – particularly those that require them to invest any of their physical or human resources. Their needs are also greater than their less-poor counterparts. Being able to coordinate services for the very poor is essential for facilitating movement out of poverty.
